Dr. Alina F. Burlacu

Alina Burlacu is a Senior Transport Specialist with the World Bank Global Road Safety Facility, managing the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) program, which is spreading across 15 countries. Starting, 2017, she has been spearheading road safety work with a diverse portfolio of Asia-Pacific governments and has been managing a diverse team of road safety professionals, working at the nexus of numerous national, municipal, and local governments throughout Asia-Pacific. Prior to joining the World Bank, Alina served as the Personal Advisor to the Prime Minister in the Romanian Government, leading the elaboration of the National Road Safety Strategy and Action Plan, but also the National Road Safety Law that enforced road safety audit and inspection in the country. While her thirteen years of practical experience in road safety gave her a grounded perspective, she also has a scholarly background in the subject, both in Romania and Germany. She owns a PhD in Civil Engineering specialized in Road Safety and has over 40 road safety scientific papers published in conferences proceedings and journals, over 100 presentations delivered, and co-authored two road safety manuals and a series of technical reports.
